ตำรวจทางหลวงสกลนคร สกัดจับรถขนซากสุนัขชำแหละเกือบ 100 ตัว หมายเลขทะเบียน บน-4954 สกลนคร พร้อมผู้ต้องหา 2 คน คือ นายสนั่น ศรีมาตร อายุ 43 ปี และ นายไตรรงค์ ซึมเมฆ อายุ 27 ปี พร้อม ของกลางเป็นซากสุนัขชำแหละ บรรจุใส่ถุง ๆ ละ 5 ตัว จำนวน 10 ถุง ซากชำแหละเป็นเนื้ออีก 50 ถุง น้ำหนักประมาณ 300 กิโลกรัม ขณะลำเลียงจากอำเภอดงหลวง จังหวัดมุกดาหาร มาส่งที่บ้านท่าแร่ จังหวัดสกลนคร

 

นายสัตวแพทย์วิศุทธิ์ เอื้อกิ่งเพชร ปศุสัตว์ชำนาญการ สกลนคร นำทีมเข้าตรวจสอบ และนำซากสัตว์ไปฝังกลบทำลายในพื้นที่ปลอดภัย พร้อมแจ้งข้อหา ทารุณกรรมสัตว์ มาตรา 20 แห่ง พรบ.ป้องกันการทารุณกรรมฯ และมีความผิดตาม พ.ร.บ โรคระบาดสัตว์ (สุนัข) มาตรา 21 ชุด ฉก.ปคส.ภ.4 ร่วมประสานนำตัวส่งดำเนินคดี ที่ สภ.ขมิ้น จังหวัดสกลนคร ผบชภ.4 รอง ผบชภ.4 เผย เพราะเจ้าหน้าที่เข้มงวด ขบวนการค้าสุนัข จึงหนีไปชำแหละในพื้นที่ใกล้เคียง ก่อนนำเข้ามาในพื้นที่ ตามงานสืบสวนของ WDT จึงสั่งการ เร่งรัดชุด ฉก.ปคส.ภ.4 เข้าสอบสวนขยายผล ตามข้อมูลสืบสวน และเฝ้าระวังก่อนหน้านี้ คือ แหล่งพักขัง และชำแหละฆ่าที่มุกดาหาร ผู้ค้าส่งขบวนการค้าสุนัขรายใหญ่ในจังหวัดสกลนคร ขบวนการ และเส้นทางค้าสุนัข ทั้งในประเทศ และข้ามชาติ

เป็นคดีที่สองในประวัติศาตร์ !!

นายสนั่น ศรีมาตร อายุ 43 ปี

จำคุก 6 เดือน โดยไม่รอลงอาญา

 

จำเลยที่ 2

นาย ไตรรงค์ ซึมเมฆ อายุ 27 ปี

จำคุก 6 เดือน โดยไม่รอลงอาญา

 

ทั้งสองคน ไม่มีโทษปรับ

Highway patrol police car stopped the truck loaded of hundreds of dogs carcasses on the way to Tarae border, Sakolnakorn. The Dogs Meat Trade’s ant army was finally cornered by the highway police who made the pullover and found the dogs carcasses over 100 bodies. License plate no. บน-4954 Sakolnakorn, 2 offenders were apprehended. The truck was on route from Ampoe Dongluang, Mukdaharn to Tarae border, Sakolnakorn. Vet. Wisuth Uekingpetch , DLD specialist from Sakolnakorn led the team to examine the carcasses and will transport to the elimination process. The charges are issued as per Animal Welfare law, article 20 and Contagious consisted of 2558 contagious diseases law- trading animals (dogs) without permit and trading carcasses without permit as per article 21. The suppression unit also delivered the offenders to local police station at Kamin district, Sakolnakorn. WDT, Investigative and Suppression unit of Soi Dog Foundation coordinated with the suppression unit police region 4 , under supervision of Pol.Maj.Gen. Surapol Pinijchob, Deputy Commissioner Narcotics suppression, Region 4 Pol.Maj.Gen. Chatupol Panraksa, Deputy Commissioner Crime suppression, Region 4 have been working on the intelligence that the Dogs smugglers are now moving further in the area nearby, doing the butchering outside before traveling into Sakolnakorn. The offenders confessed, since police force have been strengthened and strict surveillance, they had to slaughter the dogs outside before they made the trip into town. As per WDT’s investigation, we then contacted the Suppression unit of Region4 to run the further investigation and surveillance , found the butchering house and holding place at Mukdaharn, operated by the major wholesaler from Sakolnakorn, who had the network both domestic and international schemes. WDT will keep you updated.

 

The Sakolnakorn’s court gave the sentences to 2 offenders without suspension.

The second time in the history of animal welfare law.
